Sales of apartments in the city center raises doubts
Over the holidays may submit bids for the purchase of 44 council flats in Prague 1, even people who do not live here permanently. Only a few people knew about it. Many people use short term rentals Prague.
June Town Hall decisions representatives with detailed conditions, including a deposit of up to 1.5 million crowns featured on a special website. Some candidates have complained to the selection process. Apparently ruled only bid, but often formalities. Writes in his letter to councilors Petr Prochazka, who along with two other candidates ran for the apartment in Caroline Street Light. Law managed to get this letter. Although other conditions fulfilled, his bid Commission excluded because of insufficient škrtancům on blank papers.
"Ive always přeškrtal just completely blank pages, but the pages I nepřeškrtal undocumented, but this is not a valid reason for excluding the offer," he wrote in a letter to Walk, that commission offered to the lines in front of her make up. It cuts him but was not allowed, and dropped the second of three bids.
"This exclusion only confirms that the apartment was for some predetermined," wrote Walk. Commission disagreed with the verdict and turned to the antitrust authority. He told him that excessive formality requirements should not be a reason to exclude candidates. Walk and hopes that he at the October meeting to persuade representatives of Prague 1 for unfairly approach.
Mayor Ulrich Lomecký (TOP 09) doubts refused. "The Commissions decision was strict, but justified in terms of the award," said Lomecký. Sale of apartments by award approved by councilors does it take the form of the selection process under the law on public procurement.
Town Hall for example, did not require the highest possible price, but a price equivalent and, therefore, the apartments do not offer legal entities. Applicants should demonstrate next to a security deposit, which is related to Prague 1, ie it is able to "act as a citizen of Prague 1, not as a speculator." Depended both on the current abundance of funds and the corresponding income for mortgage payments and loans.
Strange conditions of sale
The opposition criticized as confusing conditions, namely, to be obliged to prove that the deposit arrived on account of the district. The flats were published yet little information.
"The conditions are adjusted to exclude the largest group of people and at the same time minimize cost to insiders," said councilor in June Filip Pospisil (SZ). Wondered at the sudden sense of action, whether it is necessary to patch a hole in the budget or something.
Lomecký defends sale of apartments in terms of yield. In October, it will decide on the sale of 35 of the 44 apartments. Councillor Lomecký expected yield by about 90 million if the chosen flats sold, Hall gets over 150 million. Some candidates apparently offered per square meter and more than a hundred thousand crowns.
